Founded in 2012, Creative Resolution is the practice of Virginie MARTINS de NOBREGA, an international lawyer admitted to the Paris Bar and accredited mediator, focusing on international law, global governance, and accountability. 

The practice is regularly instructed in complex cross-border matters requiring specialised expertise in international and European legal frameworks, often involving multi-jurisdictional dimensions and institutional contexts.

Its approach combines legal analysis with strategic assessment of legal, regulatory, and institutional dynamics. Engagements are informed, where relevant, by systemic approaches and the United Nations Sustainable Development Goals (SDGs).

Legal Advisory

Advice on complex, high-stakes and often novel legal issues, including appellate matters, risk assessment, and the interpretation of evolving legal frameworks, including those governing artificial intelligence and new technologies. This includes the interpretation of national, EU and international law, assessment of litigation risk, and guidance on legal strategy at all stages of a dispute or potential dispute.

Dispute Resolution

Act in complex domestic and cross-border disputes, representing clients before domestic, European and international courts and tribunals. Present written and oral submissions and develop strategy throughout all stages of proceedings. Also advise on early case strategy and settlement negotiations, and participate in alternative dispute resolution processes, including mediation as an independent third neutral.

Investigations and Accountability Mechanisms 

Instructed by leading international law firms, under supervision of partner, in complex, multi-jurisdictional sanctions and financial crime matters before domestic authorities, EU institutions and international bodies.Also involved in matters concerning public international law and human rights,, including legal counsel on accountability frameworks and evidentiary processes established by states, international organisations, or investigative bodies.

AREAS OF PRACTICE

International Law and Global Governance 

Advising on international legal frameworks governing sovereignty, hybrid conflicts, hybrid threats, treaty law, and the institutional architecture of global governance. Focus on responsibility and accountability of States and international organisations.

Artificial Intelligence and Digital Governance

Legal analysis of AI systems and emerging technologies within international and European legal frameworks, with a focus on governance structures, sovereignty implications, human rights impacts, and accountability mechanisms.

Environmental Protection and Institutional Safeguards

Work on environmental protection within international institutional systems, including environmental and social safeguards (ESS), risk frameworks, and accountability mechanisms applied by international organisations and financial institutions.

Human Rights and Accountability Mechanisms  

Advisory work on international human rights law and institutional accountability systems, including oversight mechanisms, evidentiary frameworks, and access to quasi-judicial and institutional redress systems.

International Litigation and Enforcement

Representation and advisory work in cross-border disputes, including international arbitration, litigation before domestic and European courts, sanctions regimes, financial crime matters, and regulatory investigations. International criminal law serves as a supporting analytical framework in matters involving international responsibility and accountability.

ABOUT

Virginie MARTINS de NOBREGA is an international lawyer admitted to the Paris Bar and an  accredited mediator.

She has held positions at the European Commission, the Extraordinary Chambers in the Courts of Cambodia, and the Office of the United Nations Special Adviser on the Prevention of Genocide (New York). She subsequently practised as an attorney at Reed Smith LLP in Paris.

International law, AI governance & human rights

She works at the intersection of international law, artificial intelligence governance, and human rights. 

She contributed to the “Human Rights by Design & SDG by Design” subgroup of the EU High-Level Expert Group on Artificial Intelligence (2018).

She has authored United Nations reports on the impact of artificial intelligence and new technologies. 

Disputes, sanctions & regulatory matters

She has worked on complex international matters involving financial crime and sanctions. She has experience before French courts up to the Constitutional Court level, as well as in international judicial and quasi-judicial contexts.

Mediation, teaching & institutional work

She is a trained negotiator (NSTAA) and judicial mediator. 


She has lectured, spoken at international conferences and, contributed to think tanks focusing on AI and new legal frameworks since 2018.

Sustainability & governance

Since 2004, she has contributed to sustainability-related initiatives.
