Short bio

Virginie MARTINS de NOBREGA is an international lawyer admitted to the Paris Bar since 2012. She advises and represents governments, international organisations, companies, and individuals in proceedings before domestic and international courts, as well as in arbitration and other dispute settlement mechanisms.

She has held positions at the European Commission, the Extraordinary Chambers in the Courts of Cambodia, and the Office of the United Nations Special Adviser on the Prevention of Genocide (New York). She subsequently practised as an attorney at Reed Smith LLP in Paris. She works at the intersection of international law, artificial intelligence governance, and human rights. 

Her practice spans both contentious and advisory work across international and European legal frameworks. She has extensive experience in public international law, human rights, treaty law, artificial intelligence and emerging technologies, hybrid conflicts, international criminal law, and rule of law matters. She contributed to the “Human Rights by Design & SDG by Design” subgroup of the EU High-Level Expert Group on Artificial Intelligence (2018). 

Virginie also advises on environmental and governance-related issues, including the environmental risks and impacts of AI and emerging technologies, environmental and social standards (ESS), responsibility and reparation, and redress and accountability mechanisms.

As an accredited mediator, she provides strategic support in complex and high-stakes disputes, helping clients navigate sensitive matters through structured and effective dispute resolution processes.
